New America Foundation commissions SHD paper on benefit design

NAF is in the forefront of encouraging a national bipartisan approach to universal coverage. As part of that effort, NAF asked SHD to prepare a detailed look at strategies for designing healthcare benefits in an era of healthcare reform.

Balancing Act: Creating a Sustainable Health Care Benefits Package makes the case for active citizen participation in coverage design and examines the types of trade-offs that policymakers and the public must consider.

  SHD Director briefs DC policymakers

With the release of the paper for New America Foundation (previous item), Marge Ginsburg was featured in an NAF policy briefing on November 2 in Washington DC.

In her talk, Health Insurance: What Should Everyone Be Covered For?, Ginsburg presented examples of how those without insurance had different priorities than the insured. SHD′s recent work with the California HealthCare Foundation provided the basis for these findings.

  SHD brings CHAT to other states

As many states seek ways to expand coverage to the uninsured, SHD′s Just Coverage project has sparked interest in identifying citizen priorities when resources are limited. Recently, SHD worked with the Oklahoma Insurance Department to train staff for the launch of its statewide "OK CHAT" project. SHD also conducted demonstration CHAT sessions with state leaders in Montana and Louisiana and with the American Leadership Forum in Houston.

CHAT is a computer-based simulation process that requires participants to make choices among competing health care priorities. SHD has been using CHAT for several projects in California.
